Paid parking will begin in part of Zuilen on 1 November 2026 and in Lunetten-Noord and part of Lunetten-Zuid during November, according to new neighbourhood information published by the Gemeente Utrecht.

The charge will apply only on weekday mornings: Monday to Friday from 06:00 to 11:00. Parking remains free outside those hours under the announced scheme.

For residents, the date to act is 5 October. That is when applications open for resident and business parking permits, as well as the resident discount for visitors. The gemeente says households will receive a neighbourhood letter explaining the process during September.

Check your street before applying

The change does not cover all of Zuilen or all of Lunetten. The gemeente has published separate street-by-street lists for the two new areas, including house-number limits on some boundary streets.

In Zuilen, the zone includes streets around the Amsterdamsestraatweg, Marnixlaan and Burgemeester van Tuyllkade, among others. In Lunetten, it covers Lunetten-Noord and a portion of the southern neighbourhood. Residents should use the official Zuilen or Lunetten page rather than relying on the neighbourhood name alone, because inclusion can depend on the precise address.

People with questions about the boundary, permits or their own circumstances can attend a drop-in session without registering. The Zuilen meeting is on Tuesday 15 September from 16:30 to 20:00 at Buurthuis Zuilen, Sint-Ludgerusstraat 251. The Lunetten session is on Thursday 17 September from 16:30 to 20:00 at de Musketon, Hondsrug 19.

What permits and visits will cost

The gemeente lists the first resident permit at €42.27 per three months and the second at €105.72 per three months. A first business permit costs €154.92 per three months; a second or subsequent business permit costs €309.87 per three months.

Visitors who do not use a resident's discount will pay €5.34 an hour during the five-hour charging window. From 5 October, a resident can apply for a visitor arrangement that cuts this charge by 50%, for up to 120 hours per three months.

Separate arrangements provide a 75% discount for informal carers, home-care workers and maternity-care workers. U-pas holders can use mobility credit towards a parking permit, up to €105 per year, according to the neighbourhood pages.

A driveway or garage can change eligibility

A household is not automatically entitled to two permits. The gemeente says an address with its own parking space, driveway, shared garage or parking area may receive no permit, or only one permit charged at the more expensive second-permit rate. Homes built in 2019 or later usually receive no permits or no additional permits. Applicants should check the address-specific entitlement before making plans.

As a one-time transition measure, residents in the new zones can apply for a third and fourth permit in addition to the standard maximum of two. Businesses can temporarily request up to six additional permits above their normal entitlement.

The two neighbourhoods are among the first areas in the next stage of Utrecht's citywide parking plan. The gemeente says it will introduce paid parking neighbourhood by neighbourhood through 2034. For this November, the practical sequence is simpler: check the official street list, attend a drop-in if the address rules are unclear, and apply from 5 October if a permit or visitor discount is needed.
