Utrecht's former teacher-training campus is planned to become Archimedeskwartier, a car-light district of about 1,600 homes

The city council unanimously backed the requirements for a green, car-light neighbourhood in Rijnsweerd; here is what is planned, and when it could be built.

Utrecht is preparing one of its larger housing projects on the east side of the city. The Archimedeskwartier, on the site of a former teacher-training building at Archimedeslaan 16 in the Rijnsweerd neighbourhood, is planned to hold about 1,600 homes, a supermarket and a health centre. The municipality's project page says the city council approved the project's requirements and wishes unanimously on 26 February 2026.

What is planned

The document the council approved is the Stedenbouwkundig Programma van Eisen (SPvE), an urban-planning brief that sets the conditions a developer must work within. According to the gemeente's December 2025 announcement, about 1,000 of the homes would follow a split of 30% social rent, 40% mid-range rent and 30% free-sector housing. The remaining roughly 600 would be student homes, outside that split.

The gemeente describes a neighbourhood with a supermarket, hospitality venues and a health centre with a GP, a physiotherapist and a pharmacy. The public space between the buildings is meant to be car-light ("autoluw"), with two above-ground parking garages at the edge of the site. Water and greenery are part of the design: the Rijnsweerdse Wetering, the watercourse running through the area, is to get nature-friendly banks, and the announcement mentions a rainwater wadi.

The project is a partnership between the gemeente and the developer KondorWessels Projecten.

Where the site comes from

The location borders the A27 and A28 motorways, next to the Rijnsweerd office park and Utrecht Science Park. The former Hogeschool Utrecht building was used as temporary student housing for about ten years after the college left. Since 2020 the police, fire brigade and army have used it for exercises, and the buildings now stand empty, according to the gemeente.

What happens next

The project is still in preparation, and nothing has been built yet. The municipality lists 2026 and 2027 for amending the environmental plan (omgevingsplan) and applying for permits, with demolition starting in 2027 and the first part completed in 2029. Those are planning dates rather than guarantees, and the gemeente does not give a completion date for the whole district.

The project page does not give a price per home or rent levels, and it does not report specific concerns from residents. It says residents gave input at information evenings, including one in July 2025, and that this feedback was reflected in the plans. People who want to follow the project can use the municipal DenkMee platform or the developer's newsletter.

Why it matters

Utrecht has long said it needs far more homes, and a project that combines social and mid-range rent with student housing near the Science Park addresses groups that often struggle to find a place in the city. Whether the promised mix, the car-light design and the green public space survive the permit stage and construction will become clear over the next few years.
